Main Function
To manage the day to day service provision of the People Development department, meeting the needs of the Organisation, ensuring compliance with policy, legislation and requirements of regulatory bodies. The post holder will work proactively to ensure the department runs as efficiently and effectively as possible, utilising automation and technology where appropriate to support in providing service provision accurately with a focus on attention to detail.
This role will have an expertise in and key focus on proactively supporting with Training Design and Delivery through a blended approach.
Main Duties
- To be responsible for the accurate, efficient and timely delivery of People Development service delivery to the Organisation.
- To provide line management for identified staff within People Development.
- To proactively support services with Training and Development, working with the Head of HR Operations and People Development to work to an agreed strategy, being flexible where required.
- To design and deliver flexible training solutions and learning materials through a blended learning approach.
- To support the Head of HR Operations and People Development with the VQ centre where it relates to the line management of the VQ centre administrator (quality of administration) and the provision of expertise in the area of Modern Apprenticeships.
- To co-ordinate the Succession Planning Programme including supporting advising on and provision of appropriate training interventions.
- To act as the lead within the department for Modern Apprenticeships, providing proactive advice and support to the Head of HR Operations and People Development.
- To ensure that People Development design, delivery and policy operates within the requirements of all relevant employment legislation and aspires to implement best practice.
- To support the HR Advisor (Systems) to ensure the appropriate and timely provision of Management Information from People Development
- To ensure agreed service related targets – such as KPI’s are regularly monitored and MI provided as appropriate.
- To be responsible for maintaining systems within People Development to ensure the accurate recording and disseminating of information relating to registration e.g. Qualification Status
- To work with the HR Operations Advisor (Recruitment Lead) to ensure the appropriate communication and processes are in place for the accurate inputting of and sharing of relevant information relating to e.g. Qualification requirements.
- To proactively undertake, regular agreed meetings with the HR Business Partner for each area in relation to People Development.
- To manage the Operational (non staffing) section of the People Development budget and report any issues regularly to the Head of HR Operations and People Development.
- To work closely with the HR Advisor (Policy and Training) to ensure appropriate input into HR Management Development training design and delivery and the coordination, monitoring of and promotion of such training.
- To assume lead operational responsibility for Safeguarding Training Recording (including volunteers) liaising closely with the HR Advisor (Recruitment) and Head of HR Operations.
- To be a positive role model for the People Development team, leading by example.
- To identify opportunities within the areas of responsibility for developing new initiatives and discuss these with the Head of Service HR Operations and People Development.
- To contribute to and/or manage relevant projects in order to meet achieve both HR and Operational Strategic Goals specifically for example, Succession Planning.
- To undertake duties or tasks to support the Head of HR Operations and People Development, Other HR Business Partners and HR Director as required.
- To prepare and undertake appropriate presentations on behalf of Crossreach.
- To prepare for, and represent Crossreach at relevant external engagements.
- Through leadership and by example, ensure that all services provided by the People Development section reflect our Christian Ethos and values including ensuring internal meetings commence with Christian worship and the culture of the department reflects the ethos and values.
- To demonstrate and share Christian love and support including sharing with others the leading of worship in accordance with CrossReach policy and by ensuring all staff meetings are opened with prayer and Bible reading.
Qualifications
- A relevant degree/diploma/other appropriate HR/Training related qualification/Relevant Professional qualification
- Commitment to ongoing CPD particularly in the area of training and development

Willingness to travel throughout Scotland including some overnight stays to deliver training.
Skills and Abilities
Essential:
- Previous experience in a Line Management role in a Learning and Development environment.
- Previous experience in maximising and developing Management information to inform decisions.
- Previous experience in training design and delivery specifically for Managers/ Leaders both face to face and e learning.
- Post holder must possess good computer literacy skills including use of Microsoft Office and the internet.
Desirable:
- Experience gained in a social care or similar setting.
