Main Function

To lead on the development, updating, management and effective implementation of the organisation’s long-term planned maintenance programme.

To oversee the day-to-day planned and reactive maintenance requirements of the estate.

To oversee and manage building alteration, extension and change of use ensuring compliance with statutory regulations.

To provide specialist advice and technical oversight to relevant managers as required.

To assist senior managers in the management of the built environment and the equipment that is required for CrossReach to operate its services.

Main Duties

  1. To plan and manage building alterations and refurbishment projects and to ensure that the work is carried out in accordance with the brief and within budget.
  2. Assist in the preparation of schedules of accommodation, feasibility studies, technical specifications and option appraisals.
  3. Prepare specifications and contract documentation for planned maintenance schemes.
  4. Liaise with appropriate authorities (eg planning and building control) when producing documentation for statutory approval.
  5. Maintain and update safety files, asbestos registers and the property data- base.
  6. Analyse and report on tenders received, in conjunction with other members of the team.
  7. Ensure in-house maintenance system database is maintained and up to date.
  8. Monitor contracts, financially and technically, throughout their duration. To provide cost estimates, cost checks and to record expenditure on work done in line with CrossReach’s financial policy and procedures.
  9. To provide line management and supervision to the maintenance team.
  10. Participate in relevant meetings with colleagues to establish priorities, manage workload and monitor strategic direction.
  11. To produce or contribute to reports for relevant managers as required.
  12. To prepare and present reports for the CMT and SMT as requested by the Head of Service or Director.
  13. Prepare and deliver long term planned maintenance and cyclical maintenance programmes for the estate.
  14. Survey buildings to ensure compliance with statutory standards and current legislation, and carry out condition appraisals of properties on a five-year cycle.
  15. To ensure that the planned preventative maintenance program and the inspection programmes for all services are carried out and completed.
  16. Evaluate work of planned preventative maintenance program and the inspection programmes to ensure they meet the needs of the services.
  17. To project manage major planned maintenance projects, major reactive maintenance issues and major Improvement works across CrossReach’s estate from inception to completion, to ensure that the work is carried out in accordance with the brief and within budget.
  18. Ensure repairs and maintenance works meet environmental, legal and regulatory standards.
  19. Obtain feedback from Services and clients, reporting on the performance of the contractors once works is completed.
  20. Participate in the development review and testing of Emergency Plans and Contingency Plans.
  21. To be aware of Health and Safety issues and to take reasonable precautions to ensure the health and safety of staff and service users.
  22. To prepare and monitor a budget and provide regular budgetary control statements to Line Manager.
  23. To undertake other duties as may reasonably fall within the parameters of the post.
  24. To demonstrate and share Christian love and support including sharing with others the leading of worship in accordance with CrossReach policy and by ensuring all staff meetings are opened with prayer and Bible reading.

Qualifications

Essential

A relevant professional/vocational qualification or degree and be able to demonstrate relevant experience and skills required. Ideally a degree in Building Surveying, Architectural technology or Quantity surveying.

Skills and Abilities

Essential:

  • Ability to use Computer Aided Design packages and proficient in the use of Microsoft office.
  • Demonstrate several years of experience of project management and management experience.
  • A knowledge of construction techniques, building standards and regulations, CDM regulations and Health and Safety to advise and ensure compliance.
  • Able to provide technical support and direction to a wide variety of stakeholders.
  • Ability to be self-motivated, flexible and work as part of a team.
  • Good communication skills both verbal and written.
  • Full clean driving licence.
